GOED Seeks Input on Nevada UAS Test Site Effort

1. SUMMARY AND BACKGROUND

Through the Governor’s Office of Economic Development (GOED), the State of Nevada is promoting the state as the destination for the Unmanned Aerial systems (“UAS”) industry. A key initiative for growth of the industry is Nevada support for key initiatives which support the industry though timely research and development for commercial applications of the technology.

Through this RFI, GOED seeks timely, collaborative and unique suggestions on how Nevada can advance UAS industry development through UAS/sensor research for drought impacts mitigation, water resource management and advancing best practicing in agriculture management.

2. CONFIDENTIALITY

GOED will, upon respondent’s written request, consider a respondent’s submittal, or any identified portion of a respondent’s submittal, confidential.

3. PROPOSAL GUIDELINES

This Request for Information presents the requirements for Nevada’s interest in receiving offers and suggestions for advancing UAS industry development in the areas of drought impacts mitigation, water resource management and advancing best practicing in agriculture management. Responses to this RFI must be received in electronic .pdf form no later than Noon (PDT), Friday, July 24, 2015. Any responses received after this time and date will not be considered. Responses must be emailed to Mr. Tom Wilczek, tawilczek@diversifynevada.com, with electronic cc to Ms. Michelle Schierholt, mschierholt@diversifynevada.com. Electronic acknowledgement receipt will be provided upon request at time of initial submittal. To be considered, any proposal or offer to GOED should describe, to the extent possible:

1. The work or project you would like to see performed;
2. The anticipated goals or outcomes of the work being performed;
3. The role that you, as respondent to the RFI, would like to play;
4. The role that Nevada research institutions and/or agencies would play;
5. Assets that you, as respondent to the RFI, would contribute to the project; and
6. Any other assets/requirements others would need to contribute to the project.

Any proposals which call for outsourcing or contracting work must include a name and description of the organizations being contracted, and identify the percentage of work being outsourced, the whether the additional organization(s) is/are a current Nevada FAA UAS Test Site or not. GOED is especially interested in collaboration with industry and research entities

4. PROPOSAL EVALUATION CRITERIA

Narrative responses to this RFI must not exceed 10 pages in length (not including supplemental materials). Supplemental materials, if necessary, must not exceed an additional 10 pages in length.
